Implemented in Uttarakhand since 2003-04, HMNEH supports the holistic development of horticulture covering fruits (notably apple, citrus, stone fruits), vegetables, spices, flowers and post-harvest/processing infrastructure. As a Himalayan state, Uttarakhand benefits from a 90% central government contribution to programme outlay versus the standard 60% elsewhere, with the State Government providing the remaining 10% share, which the state proposes to raise to 40% subsidy specifically for marginal farmers' horticulture crops. The mission funds planting material, orchard establishment, protected cultivation, and marketing/post-harvest infrastructure such as pack-houses and cold storage.
