What you get

Under the Cess Utilisation Policy, a cess of 25 paise per kg of green leaf purchased by Bought Leaf Factories and estate factories is collected and channelled back into the development of small and marginal tea growers in Assam, along with welfare of unorganised tea labour and improvement of tea quality. Small growers can access support for inputs, quality improvement and welfare measures funded through this cess pool, administered through the relevant tea development bodies.

Eligibility criteria

  • Small or marginal tea grower registered in Assam
  • Tea leaf sold to a Bought Leaf Factory or estate factory contributing to the cess
  • Registration with the relevant small tea growers' association/body

How to apply

    Register as a small tea grower with your local small tea growers' association

    Apply for the relevant input or welfare support through the association or tea development office

    Receive the approved support as per the cess utilisation guidelines
