Implemented as a key project under the Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY), the Assam Milk, Meat and Egg Mission supports farmers in setting up or scaling up dairy, poultry and other livestock-rearing units, as part of the state's broader goal of self-sufficiency in milk, fish, poultry and pork by 2030. Assistance includes support for milch animals, poultry units, and in some cases price support such as additional payment per litre of milk procured through state dairy cooperatives, helping rural households build a stable livestock-based income alongside crop farming.

- Farming household in Assam interested in dairy, poultry or other livestock rearing
- Basic infrastructure/space for the proposed unit as assessed by the department
- Registration with the local Animal Husbandry office or dairy cooperative
